Joint cheif of staff-
The high council of founders non-replaceable they have the power to over turn decsions made by any council of the clan. They over-see the clans operations they are at least five joint cheif of staff members and they are give specifc jobs in the clan.

A) Cheif of staff of the military

1) Runs the military and all its contents

2) Joins wars and has the direct authority over it.

B) Cheif of staff of negotiations and investigations

1) Has full power over the investigations force

2) Is the only one who can negotiate the terms of war

C) Head Cheif of staff

1) Has full status of the clan records

2) Can do the job of all Cheif of staff

3) Starts meetings

D) Cheif of staff of planning

1) Puts plans in to action

2) Improves the clans ways

3) Can Add new rules

4) in charge of recruting

E) Cheif of staff of Domestic security

1) Run domestic military and all its conetents

2) Deals with threats that go with the clan

3) Has power over the web site

4) Has the right to call community security
and shut down all main functions of website
"community roaster's" and communications between
the clan.



High council senate-
The high council senate represents each growing branch. They are replaceable and able to vote on things that would normaliy be for the clan. They have no power over the people or members of any group organization made in the state community of XBLR.

A) Rule of high council senate to memebers

1) when a meeting is in session no member
of the community may join beside the cheif of staff

2) when a meeting is in session no members of press, military, security
may join.

3) They must keepand open line between.

B) Rule of members to high council senate

1) when meeting is in session they must reperesent their branch only.
affairs of other branchs must be kep't to other senators

2) when discussing issues. the issues discussed must be relayed back to the the senators branch. information must not be misled.


House of Repersenatives-
Each branch has 2 rep's that deal with the concerns of the clans needs and wants.
they repoert directly to the high council senate. they elect two officials to watch over the branch.

A) Rule to reperesenatives

1) A rep may not deal with other branch issues

2) A rep may not name him self leader of the clan

3) A rep must have a branch master and Asst. branch master
to take charge of the clan.

B) Rules to members from repersenatives

1) you may vote out. But not because of one clan members
desire.

2) Rep's make sure your the accomindation of your branch fits everyones
needs.

3) Even if no rank is apon members and represenatives,
members must still respect the needs of their Rep's

Branch master and Asst branch master-
Each branch masters is given the responsblity to bring order to their branch.
They ensure rules are not being broken and they up hold the reputation of XBLR

A) Rules of branch masters

1) branch master have the right to change and make own branch rules but
community rules must remain

2)branch masters must keep to the branch and maintain it all cost

3)branch masters must keep an emrgency line open at all times
with their branch and the community all times. they must leave matchmaking if a dire emergency exsit, if their is no dire emergency
branch members must or can be penalty for of suspension up to
6 days all emergencys must be text to the branch masters.

recruit officers-
recruit officers bring new members and provide them with certain rules and give them their tag number they are given strict training to provide them with new ways to bring in people.




members-
the members are the pinical of clan. Members have only one job and it is to recruit new members when possiable they have no symbols or motto change they can represent the community anyway they wish. they can create new groups with in the communities and ask for new responsablity.


members to community-
members have the right to vote on the on the represenatives and high council senete. The member amendments keep the members from being over ruled by the leaders
and the senete. members amendments are as follow

1) no member is a member till his membership is revoked by the senete and cheif of staff and branch masters only.

2) members drafted to the military will be compinsated for their time and effort

3) members have been given the oppurtonity to create groups for thems selves no permissions is need just ask for a spot on the forum.

4) members can be and will be drafted to the military of XBLR
they may not refuse. the only way not to be drafted in to the military
is to provide to the coomunity by recruiting a certain amount or join
domestic security department or recruitment department.



Departments of xblr-

domestic department give protection to the clan they watch out for hackers, frauds,
and fake website ids, and problems with in the branchs,

Recruiting department. they help get new people in the clan also set up theres XBLR ID tag there are certain reqiurements to be part of the this department

Military department-
they are the used to the defend clans reputation in battle they fight with honor they are given a rank based on their training grade and on their final exam test. mandatory memebers will be given a default rank but members who join on their own free will be allowed to take a test to give a rank. after each war, members who were drafted (manatory) will be allowed to get a higher rank by getting a test based on that rank no 1v1's on any game is nessecary.
